Todd Norton, L/CP, FAAOP
President / Certified & Licensed Prosthetist
With over 32 years in prosthetics, Todd brings deep expertise and visionary leadership to Bremer Orthotics & Prosthetics. He’s known for pushing boundaries in clinical care while staying grounded in compassion and real-world patient needs.
Todd is recognized as a Fellow of the American Academy of Orthotists and Prosthetists (FAAOP) and previously served as Vice President of the AAOP Florida Chapter. He holds a B.S. in Rehabilitation Sciences from Florida State University and earned his prosthetic certification from Northwestern University.
His clinical specialties include microprocessor knee units, osseointegration, transfemoral socket design, and hip disarticulation prosthetics. Todd’s care philosophy is rooted in one powerful belief: “You're only as good of a prosthetist as the last prosthesis you made."
When he’s not working with patients or guiding the Bremer team, you’ll find him spending time with his daughters and wife of over 30 years, at Orange Theory, boating or flying through the air on his motocross bike.

Frank “Mike” Hudak, L/CP, L/CO
Clinical Lead / Certified & Licensed
Prosthetist-Orthotist
With over 25 years of clinical experience, Mike is a proven expert in prosthetic and orthotic care—serving the Flagler and Volusia County communities with skill, strategy, and heart. As a Clinical Lead at Bremer, he’s especially known for his ability to drive patient success through thoughtful planning and hands-on care.
Mike specializes in microprocessor prosthetic technology, stroke rehabilitation, and pediatric orthotics, and he remains committed to staying on the cutting edge of advancements in the field. He also provides home visits for prosthetic patients in need of personalized, at-home care.
Recognized for his leadership in clinical strategy and regional growth, Mike is passionate about restoring mobility and maximizing independence for every patient he serves.
Outside of the clinic, you’ll likely find him on the pickleball court—channeling his love of sports and movement into everything he does.
Melanie Allana Reff, L/CP, L/CO
Clinical Specialist / Certified & Licensed Prosthetist-Orthotist
Melanie Reff has been transforming lives through orthotic and prosthetic care since 2002. Her passion for the field was sparked during summers spent as a camp counselor in New York, where she worked with children who used prosthetic and orthotic devices—kids who inspired her with their resilience, joy, and unstoppable energy.
Today, that same inspiration drives Melanie’s work with patients of all ages and ability levels. She brings deep experience in pediatric orthotics, geriatric prosthetics, and care for patients with complex or debilitating conditions. Known for her empathy and attention to detail, Melanie creates customized solutions that prioritize comfort, dignity, and independence.
Her care philosophy is simple: "Every patient has a story—and it deserves to be heard and honored through thoughtful care.”
Outside of the clinic, Melanie finds joy in reading with her daughters, volunteering with Scouts, and practicing the art of weaving—always creating, always connecting


Mackenzie Meyer, L/CP, L/CO, MS
Clinical Specialist / Certified & Licensed Prosthetist-Orthotist
Mackenzie Meyer’s journey in orthotics and prosthetics began right here at Bremer—starting as a student shadowing clinicians in 2015 and officially joining the clinical team full-time in 2018. Her path has been driven by a passion for craftsmanship, collaboration, and changing lives.
Known for her hands-on expertise, Mackenzie can often be found in the lab meticulously handcrafting complex orthoses and prostheses, combining technical precision with deep compassion. Her clinical specialties include transtibial prosthetics, post-operative care, and advanced spinal bracing.
Mackenzie has had the honor of working with Paralympic athletes representing the United States, and has designed and fabricated solutions for individuals with spinal cord injuries, strokes, and other high-level clinical challenges. She thrives on building individualized treatment plans that integrate seamlessly with patients' rehab teams.
She holds a B.S. in Exercise Science from Florida State University and earned her Master’s in Prosthetics and Orthotics from Northwestern University.
Her mission is simple but powerful: “Every device we make should feel like it belongs—it should empower, not limit.”
Ryan Peterson, L/CP, L/CO, MS
Clinical Specialist / Certified & Licensed Prosthetist-Orthotist
Recently licensed and already making a big impact, Ryan Peterson brings a creative, hands-on approach to patient care at Bremer Orthotics & Prosthetics. With a background in human movement science and years of technical fabrication experience, Ryan thrives in the blend of clinical problem-solving and artistic design, especially when it means helping people get back on their feet.
He holds a B.S. in Human Movement Science from Utah State University and earned his Master’s in Prosthetics and Orthotics from the University of Pittsburgh. Ryan’s clinical interests include activity-specific prosthetics, custom fabrication, and innovative design for lifestyle-driven care. He has even conducted research on aquatic-specific prostheses.
A true outdoorsman at heart, Ryan spends his time outside the clinic scuba diving, paddleboarding, camping, cycling, and running with his dog. His passion for the movement on land or in water—drives his belief that every patient deserves a device that moves with them, not against them.


Tracie Adkins
Director of Business Affairs
With over 20 years of experience in the prosthetics and orthotics field, Tracie Adkins is a driving force behind Bremer’s operations, growth, and team culture. She’s spent her career mastering every layer of the business—from the front office to the executive seat—and brings unmatched insight, structure, and strategy to her role.
Tracie has been part of the Bremer family for eight years, where her leadership is defined by purpose, precision, and an unwavering belief in the impact of what we do. Known for her problem-solving skills and calm under pressure, she ensures that both patients and staff have what they need to succeed.
Passionate about people and grounded in decades of hands-on experience, Tracie leads with heart—and keeps Bremer moving forward with clarity and confidence.
Joey Stevens
Clinical Outreach & Physician Relations
An above-knee amputee for over 30 years, Joey Stevens is a trusted voice, mentor, and motivator within the amputee community. For more than 20 years, he has helped shape the industry standard for mentorship, patient care, and adaptive support through his work in peer visitation, outreach, and education.
Joey has personally mentored hundreds of amputees—offering more than encouragement, he offers lived experience, empathy, and a blueprint for what's possible after limb loss. His greatest satisfaction comes from helping others rediscover their independence and confidence, proving that life after amputation is not just possible, but powerful.
In his role with Bremer Orthotics & Prosthetics, Joey also serves as a brand and outreach strategist, facilitating continuing education courses for therapists and working alongside medical teams to ensure smooth transitions from hospital to home. Whether guiding a new amputee or collaborating with providers, Joey approaches every interaction with authenticity, heart, and purpose.
He doesn’t just talk about patient-centered care—he lives it.


Jose Rodriguez-Torres, B.B.A.
Patient Care Manager & Physician Relations
Jose Rodriguez-Torres is an athlete, mentor, and community leader with over a decade of lived experience as a right above-knee amputee. Originally from Puerto Rico, Jose brings a deep, personal understanding of the physical and emotional journey faced by amputees—and channels that experience into everything he does at Bremer.
A passionate advocate for patient care, Jose has spent years supporting individuals with limb loss across North and Latin America—connecting them with the resources, education, and encouragement they need to thrive. His commitment to active lifestyles, patient empowerment, and community outreach has made him a respected voice in the amputee and rehab community.
Jose’s background in marketing and operations brings added value to the Bremer team—ensuring smooth care coordination and strong partnerships with providers. Whether facilitating treatment plans or mentoring others through their recovery, he leads with heart, purpose, and positivity.
Outside the clinic, you’ll find Jose doing what he loves most: staying active through sports, exercise, and coaching—proving every day that mobility is power, and movement is freedom.
Jessica Ocampo

Jessica Ocampo is the heartbeat of Bremer’s front office operations. Fluent in both English and Spanish, Jessica is a lifeline for many of our Spanish-speaking patients, ensuring they feel seen, heard, and supported every step of the way. As our lead scheduler and front desk coordinator, Jaquline goes above and beyond to make sure our care is as flexible and accessible as possible — always working with patients to align appointments with their availability and personal needs. Passionate about extreme sports and adaptive innovation, Matthew is more than a technician — he’s a real-world problem solver and a source of motivation to patients and staff alike.
